Geo-Distributed Systems: WAN Latency, Multi-Leader Replication, and the Speed-of-Light Constraint

The speed of light in fiber is approximately 200,000 kilometers per second. That means a round trip from New York to London (roughly 5,500 km of fiber) takes at least 55 milliseconds — just for the photons to travel, before any processing, queuing, or serialization delay. A round trip from San Francisco to Sydney takes about 130 milliseconds. These numbers are not engineering problems; they are laws of physics. No amount of protocol optimization, no faster switches, no better compression can reduce the latency of a transoceanic round trip below the speed-of-light floor.
And yet, we want our distributed systems to be global. We want users in Mumbai to see the same data as users in Montreal, with low latency for both. We want our databases to survive the loss of an entire AWS region without losing a single committed transaction. We want our applications to be “always on” — not just highly available in the CAP theorem sense, but genuinely, globally available. This tension — between the physics of light and the demands of global applications — is the central challenge of geo-distributed systems design.
This post is a deep dive into the architecture of geo-distributed systems: how WAN latency budgets constrain design choices, the tradeoffs between multi-leader and leaderless replication, the role of CRDTs in enabling multi-region write conflicts, and the architectural approaches of three leading geo-distributed databases — Spanner, CockroachDB, and YugabyteDB.
1. The WAN Latency Budget
Designing a geo-distributed system starts with a latency budget. A typical web application can tolerate about 200-300 ms of end-to-end latency before users perceive it as “slow.” If a page load requires 20 backend requests (database reads, authentication checks, API calls), and each of those requests must cross the WAN, the budget is blown before the first byte of HTML is rendered.
The standard approach is to route users to the nearest data center (using DNS-based geo-routing, like AWS Route 53’s latency-based routing or Google Cloud’s anycast IPs) and to serve reads from local replicas. This keeps read latency low (typically 1-10 ms within a region). But writes are the hard part. If you want strong consistency — all replicas see writes in the same order — you must either (a) route all writes to a single leader, which adds WAN latency for users far from the leader, or (b) use a consensus protocol that requires multiple WAN round trips per write.
A Paxos commit across three regions (US East, Europe, Asia-Pacific) requires at least two WAN round trips: one to the leader (which may be far away) and one from the leader to a majority of followers. If the leader is in US East and a follower is in Europe, the commit latency is roughly 55 ms (one-way US East to Europe) plus 55 ms for the acknowledgment. With batching (group commit), the per-transaction latency can be amortized, but the fundamental floor is one WAN round trip per consensus decision.
2. Multi-Leader Replication
Multi-leader replication (also called multi-master or active-active replication) allows writes to be accepted at any data center. Each data center has a full copy of the data and can accept writes locally, with low latency. The leaders then asynchronously replicate their writes to each other. This provides low write latency globally — users in every region write to their local leader — but introduces the possibility of write conflicts: two users in different regions might concurrently update the same record.
Conflict resolution strategies include:
Last-write-wins (LWW). Each write is tagged with a timestamp, and the write with the highest timestamp wins. Simple but can silently discard data (the earlier write is lost). Used by Amazon DynamoDB (with NTP-synchronized clocks) and Cassandra (with client-supplied timestamps).
Conflict-free replicated data types (CRDTs). Data structures designed so that concurrent updates can be merged deterministically without coordination. For example, a PN-Counter (Positive-Negative Counter) supports increment and decrement operations; merging two replicas adds the increments and decrements independently, guaranteeing that the counter converges to the correct value. CRDTs are used by Riak (for counters, sets, and maps) and by Redis Enterprise (for CRDT-based Active-Active replication).
Application-level resolution. The database detects conflicts and returns all conflicting versions to the application, which implements custom merge logic. This is the most flexible approach but requires the application developer to reason about concurrency. Used by CouchDB and DynamoDB (via conditional writes with version vectors).
3. Leaderless Replication
Leaderless replication goes a step further: there is no leader. Any node can accept writes, and each write is sent to multiple nodes (typically all replicas, or a quorum). Read requests are also sent to multiple nodes, and the client (or a coordinator) reconciles the responses. This is the Dynamo model, popularized by Amazon’s Dynamo paper (2007) and implemented in Cassandra, Riak, and Voldemort.
The consistency of leaderless replication is tuned by two knobs:
- W: The number of replicas that must acknowledge a write before it is considered successful.
- R: The number of replicas that must respond to a read.
If W + R > N (where N is the total number of replicas), the system provides strong consistency (every read sees the most recent write, assuming no failures). If W + R ≤ N, the system provides eventual consistency (reads may return stale data, but conflicts are eventually resolved). Dynamo-style databases typically use W + R ≤ N for lower latency (you don’t need to wait for all replicas) and rely on read repair (the coordinator detects stale responses during a read and updates them) and anti-entropy (periodic Merkle tree comparisons between replicas) to converge toward consistency.
4. Spanner: External Consistency at Global Scale
Google Spanner takes a different approach: instead of accepting conflicts and resolving them later, Spanner uses TrueTime to provide external consistency — a stronger guarantee than serializability — with synchronous replication across data centers. Spanner’s key architectural decisions:
Synchronous replication via Paxos. Each “splits” (a contiguous range of the key space, known as a “spanserver”) is replicated across multiple data centers using Paxos. Writes are committed only when a majority of Paxos replicas have acknowledged them. This provides strong consistency — no data loss on failure — but incurs WAN latency for writes.
TrueTime for commit timestamps. As discussed in the time post, Spanner uses TrueTime (GPS + atomic clocks) to assign globally meaningful commit timestamps. A transaction waits until the TrueTime uncertainty interval has passed before committing, ensuring that the commit timestamp reflects real-time order. This provides external consistency: if transaction T1 commits before transaction T2 starts, T1’s timestamp is less than T2’s.
Two-phase commit for cross-split transactions. If a transaction spans multiple splits (i.e., multiple key ranges), Spanner uses two-phase commit across the Paxos leaders of those splits. This adds an additional WAN round trip, so Spanner encourages data placement that minimizes cross-split transactions (e.g., interleaving parent-child tables so they share the same split).
Spanner’s approach works well for Google’s internal workloads (where data can be carefully partitioned to minimize cross-region writes) but is expensive for applications with frequent cross-region writes.
5. CockroachDB and YugabyteDB: Spanner Derivatives
CockroachDB and YugabyteDB are open-source (or source-available) databases inspired by Spanner’s architecture. Both use:
Raft-based replication (instead of Paxos) for each range (a contiguous chunk of the key space). Raft is easier to implement and understand than Paxos, and its leader election mechanism maps naturally to geo-distributed deployments (the leader can be placed in the region with the most write traffic).
Hybrid logical clocks (HLCs) instead of TrueTime for transaction ordering. HLCs provide the same guarantee — timestamps that respect causality and stay close to wall-clock time — without the GPS + atomic clock infrastructure that Spanner requires. CockroachDB’s “clock suicide” mechanism (killing a node whose clock drifts too far) ensures that HLCs remain reliable.
Multi-region topologies: Both databases support geo-partitioning (pin specific rows to specific regions) and follower reads (read from a local follower replica, with a small staleness guarantee). This allows low-latency reads in every region while keeping writes consistent via Raft.
6. The Physics of Global Systems
The fundamental constraint on geo-distributed systems is the speed of light. Between any two points on Earth, the minimum round-trip latency is:

No database can overcome these numbers. The best a geo-distributed system can do is:
- Hide latency via asynchrony: Accept writes locally, replicate in the background, and resolve conflicts when they arise. This is the Dynamo/Cassandra approach.
- Minimize latency via geo-partitioning: Place data close to the users who write it most often. This is the Spanner/CockroachDB approach.
- Optimize for the common case: Most data is not written simultaneously from multiple regions. Design the system so that the common case (single-region writes) is fast, and the rare case (cross-region conflicts) is handled correctly but perhaps slowly.
7. Practical Deployment Patterns and Tradeoff Analysis
How do real organizations deploy geo-distributed systems? The answer depends on the application’s tolerance for latency, staleness, and data loss. Here are the common deployment patterns:
Single-region with disaster recovery. Deploy in one region (e.g., us-east-1) with continuous backup to a second region (e.g., us-west-2). In normal operation, all writes go to the primary region. If the primary fails, promote the backup region. Recovery Time Objective (RTO) is typically minutes to hours; Recovery Point Objective (RPO) depends on the backup frequency (seconds for synchronous replication, minutes for asynchronous). This is the simplest pattern and the most widely deployed.
Active-active with two regions. Deploy in two regions, each accepting writes. Use multi-leader replication with conflict resolution (CRDTs or LWW). This provides low write latency in both regions and survives the loss of either region without data loss (assuming synchronous replication). The challenge is conflict resolution: applications must be designed to handle concurrent writes to the same data, which is non-trivial for most business logic.
Active-active with three or more regions. The strongest configuration. Deploy in three or more regions with a consensus protocol (Paxos/Raft) for each shard. Survives the loss of any single region without data loss and without manual failover. Google Spanner uses this pattern with Paxos replication across three or more data centers. The cost is WAN latency on every write (a majority of replicas must acknowledge before commit).
Geo-partitioned with follower reads. Partition data so that each row is “owned” by a specific region (where it is most frequently written). Reads from other regions are served from local follower replicas with bounded staleness (typically < 1 second). This is the CockroachDB/YugabyteDB model. It provides low-latency writes for the owning region and low-latency reads everywhere, at the cost of cross-region write latency for rows owned by remote regions.
The choice between these patterns depends on the workload’s read-to-write ratio, the tolerance for stale reads, and the budget for WAN bandwidth. A social media feed (high read-to-write ratio, tolerable staleness of seconds) might choose geo-partitioned with follower reads. A financial ledger (low tolerance for staleness, must survive region loss without data loss) might choose active-active with three regions.
8. The Economics of Geo-Distribution
Geo-distribution is expensive. WAN bandwidth costs $0.02-$0.10 per GB (depending on the provider and the route), compared to essentially free intra-region bandwidth. A synchronous replication stream between US East and Europe at 100 MB/s (800 Mbps) costs roughly $5,000-$20,000 per month in bandwidth alone, plus the compute cost of the replica servers. For a startup, this can be a significant fraction of the infrastructure budget.
The latency cost is also real. Adding 50-100 ms of WAN latency to every write transaction increases the response time of user-facing APIs, which directly impacts user experience and conversion rates. Amazon famously found that every 100 ms of additional latency costs them 1% in sales. For an e-commerce site doing $100 million in annual revenue, adding 50 ms of WAN latency to every write (checkout, cart updates, inventory changes) could cost $500,000 per year in lost sales.
The solution adopted by most organizations is selective geo-distribution: geo-distribute only the data that needs it (user session state, critical transaction logs) and keep everything else in a single region with backups. This is the “hierarchical consistency” model: strong consistency within a region, eventual consistency across regions, and careful partitioning of data so that the boundaries between consistency domains align with the boundaries between business functions.

Geo-distributed systems are where the theoretical elegance of distributed systems meets the messy reality of physics. The speed of light, not the CAP theorem, is the binding constraint. No protocol can make photons travel faster. No consensus algorithm can eliminate the latency of a transatlantic round trip.

Spanner, CockroachDB, and YugabyteDB represent the strong-consistency school: accept WAN latency for writes, provide global consistency. DynamoDB and Cassandra represent the eventual-consistency school: accept conflicts, provide low latency. Both approaches are valid, and both are necessary. The choice between them is the fundamental architectural decision of any geo-distributed system, and it is a choice that no amount of clever engineering can eliminate.
10. CRDTs in Geo-Distributed Systems: Theory Meets Practice
Conflict-free Replicated Data Types deserve a deeper treatment in the context of geo-distributed systems because they represent the most principled approach to handling concurrent writes without coordination. A CRDT is a data structure designed so that concurrent updates from different replicas can be merged deterministically, without a central coordinator, and the merge result is guaranteed to be correct (the replicas converge to the same state).
The key CRDTs for geo-distributed applications are:
G-Counter (grow-only counter). Each replica maintains a vector of counters, one per replica. To increment, a replica increments its own entry. To merge two replicas, take the entry-wise maximum. The counter value is the sum of all entries. G-Counters support increment but not decrement (hence “grow-only”).
PN-Counter (positive-negative counter). Supports both increment and decrement by maintaining two G-Counters: one for increments (P), one for decrements (N). The counter value is sum(P) - sum(N). Merging takes the entry-wise maximum of both P and N counters.
OR-Set (observed-remove set). Supports add and remove operations. Each added element is tagged with a unique identifier (a dotted version vector dot). Removal adds the element’s tag to a “tombstone” set. The set contains elements that have been added but whose tags are not in the tombstone set. Merging takes the union of add-tags and the union of tombstone-tags.
LWW-Register (last-write-wins register). Stores a value with a timestamp. Merging picks the value with the highest timestamp. This is not strictly a CRDT (because concurrent writes with the same timestamp are resolved arbitrarily, which violates determinism), but it is widely used because it is simple and the probability of exact timestamp collision is low.
The challenge of CRDTs in practice is that they require the application to model its data as CRDT-compatible types, which often requires a redesign of the data model. A shopping cart, for example, can be modeled as an OR-Set of items (add an item to the cart, remove it when purchased or removed), but the business logic — “apply discount to items in cart at checkout” — requires an atomic snapshot of the cart state, which a CRDT cannot provide without coordination. The CRDT handles the data storage; the coordination (if needed) must be handled at the application level.
11. The Future: Global Consensus and the End of the CAP Theorem?
The CAP theorem — a distributed system can provide at most two of Consistency, Availability, and Partition tolerance — has been the guiding framework for geo-distributed systems design for two decades. But is the CAP theorem as limiting as it seems? Recent research suggests that the answer may be “no” — or at least, “not for the practical cases that matter.”
The PACELC extension. PACELC (pronounced “pass-elk”) refines CAP by noting that the tradeoff is different during normal operation (no partition) and during a partition. During a partition (P), the system must choose between Availability (A) and Consistency (C). During normal operation (no partition, E for Else), the system must choose between Latency (L) and Consistency (C). Most geo-distributed systems choose PA/EL: during a partition, they favor availability; during normal operation, they favor low latency over strong consistency.
The “CAP is dead” argument. Some researchers argue that CAP is too pessimistic. With modern networking (redundant fiber paths, fast failover), partitions are rare. With fast consensus protocols (Paxos, Raft), consistency can be achieved with latency overhead that is acceptable for many applications. And with techniques like geo-partitioning and CRDTs, the conflicts that require consensus are rare. The argument is not that CAP is wrong — it is a proven theorem — but that it overstates the practical tradeoffs for well-designed systems.
The “CAP is alive” counterargument. Others argue that CAP remains relevant because partitions are not just network failures — they include any situation where nodes cannot communicate within a latency bound. A transatlantic link with 55 ms RTT is, for latency-sensitive applications, effectively a partition. The CAP tradeoff cannot be eliminated; it can only be managed through careful system design.
My own view is that the CAP theorem is like the speed of light in physics: it sets a fundamental limit, but clever engineering can work within that limit to achieve remarkable results. Spanner achieves external consistency with WAN latency by using TrueTime and careful data placement. CockroachDB achieves serializable transactions across regions with HLCs and Raft. DynamoDB achieves high availability with eventual consistency and application-level conflict resolution. All of these systems respect the CAP theorem; they just make different choices about which tradeoff to optimize.
12. Summary (Extended)
Geo-distributed systems are the arena where the theoretical limits of distributed computing — the speed of light, the CAP theorem, the FLP impossibility — meet the practical demands of global-scale applications. There is no perfect solution, only informed tradeoffs. Start with the latency budget. What is the maximum acceptable latency for reads and writes? If writes must complete in <10 ms, synchronous cross-region replication is impossible (the speed of light prohibits it). Determine the consistency requirements. Do you need serializability? External consistency? Read-your-writes? Eventual consistency? The stronger the consistency, the more latency and cost you will incur. Design for failures. What happens when a region fails? Can the application continue with reduced functionality? How long does failover take? What data (if any) is lost? The answers to these questions determine whether you need synchronous replication (no data loss, slower writes) or asynchronous replication (possible data loss, faster writes).
Test under realistic network conditions. WAN latency, packet loss, and bandwidth constraints are not abstract concepts — they are the reality of geo-distributed systems. Use a network emulator (like tc-netem on Linux) to introduce latency, loss, and bandwidth limits, and verify that your system behaves correctly under these conditions. Test partition scenarios (split-brain) and reconciliation scenarios (healing after a partition). The only way to build confidence in a geo-distributed system is to test it under the conditions it will face in production.
Monitor clock skew, replication lag, and conflict rates. These are the vital signs of a geo-distributed system. If clock skew exceeds the configured bound, consistency guarantees are violated. If replication lag exceeds the business SLA, users see stale data. If conflict rates spike, the conflict resolution mechanism (or the data model) may need adjustment.

This is geo-distribution at its most extreme, and it will drive innovation in CRDTs, asynchronous consensus, and application-level conflict resolution that will benefit terrestrial systems as well.
The lesson of multi-planetary computing for terrestrial systems is humbling: our “hard” problems — 50 ms WAN latency, 1% packet loss, occasional network partitions — are luxuries compared to the problems that interplanetary systems will face. The techniques we develop for the most extreme distributed environments will trickle down to the merely difficult ones, improving the reliability and performance of geo-distributed systems on Earth.
