HLCs are a more practical alternative: they require only a reasonably accurate NTP-synchronized clock (which most servers already have) and provide causality guarantees that exceed those of NTP alone.

HLCs are not a replacement for vector clocks when full causality tracking is needed (e.g., in some causal consistency models). But for most practical systems that only need monotonic ordering and causal consistency (like last-write-wins conflict resolution), HLCs are ideal.
Part V: Putting It All Together — Clock Synchronization in Modern Distributed Systems
Now that we’ve surveyed the landscape of clock synchronization techniques, let’s see how they are combined in real-world distributed systems.
Google Spanner: TrueTime and the Power of Bounded Uncertainty
Google Spanner is the world’s first globally distributed database that supports external consistency (linearizability) across data centers. It achieves this using TrueTime, a time service that provides a time interval [t_earliest, t_latest] for any timestamp request, with the guarantee that the absolute time is somewhere in that interval. The uncertainty is typically 1–7 ms, depending on the distance from the master clock.
TrueTime uses a combination of GPS receivers and atomic clocks in each data center. The GPS clocks provide accurate absolute time, but they can be jammed or disconnected (e.g., due to a GPS satellite outage). Therefore, each data center also has an atomic clock that can hold the time for a short period (a few tens of seconds) with minimal drift. If the GPS signal is lost, the atomic clock provides a backup with bounded drift, so the uncertainty interval gradually expands until GPS is restored.
Spanner uses TrueTime to commit transactions with a commit timestamp that is chosen to be at time t_latest of the current TrueTime interval. This ensures that all future transactions will see a timestamp greater than the commit timestamp, even if their physical clocks are running slightly ahead. By waiting until t_earliest of the future time is greater than the commit timestamp (the “TrueTime wait” phase), Spanner ensures that no two transactions could have the same timestamp unless they are truly concurrent. This provides external consistency.
While TrueTime is expensive and requires custom hardware, it sets the bar for what is possible: globally consistent transactions at scale. For systems that can’t afford TrueTime, HLCs offer a pragmatic alternative.
Cassandra: Last-Write-Wins with HLCs
Apache Cassandra is a highly available, partition-tolerant NoSQL database that uses eventual consistency by default but offers tunable consistency levels. When a read repair or hinted handoff discovers two conflicting versions of the same row, Cassandra resolves the conflict by choosing the one with the largest timestamp (last-write-wins). The timestamp is generated by the client (or coordinator node) using a combination of the node’s physical clock and a logical counter—essentially an HLC.
In early versions of Cassandra, timestamps were simply based on the local system clock (via System.currentTimeMillis()). This led to occasional data loss when a node’s clock jumped backward (e.g., due to NTP step) and later writes were overwritten by earlier writes with “older” timestamps. Some operators reported that on leap-second days, their Cassandra clusters suffered massive data inconsistency. By switching to an HLC (the Clock class in Cassandra 3.x+), the system ensures that timestamps are monotonic even if the physical clock jumps backward. The HLC timestamp is a 64-bit integer that encodes both a logical counter and a physical epoch. The physical component is the current wall clock in milliseconds, and the logical component is a per-node counter that increments whenever two events occur at the same millisecond or when the physical clock goes backwards.
Cassandra’s HLC is not as mathematically pure as the Kulkarni/Demirbas design (it uses spare bits in the 64-bit integer for a counter), but it achieves the same goal: no timestamp is ever reused, and causality is preserved to within the clock synchronization accuracy of the nodes.
CockroachDB: HLCs for Serializable Transactions
CockroachDB takes a different approach. It also uses HLCs (called “hybrid timestamps” in the code) for transaction ordering. Every node runs an HLC that is periodically updated via NTP (with a typical clock skew bound of 500 ms). When a transaction reads a key, it records the current HLC timestamp. When it writes, it uses a timestamp chosen to be the maximum of the read timestamps and the current HLC, ensuring linearizability.
The CockroachDB transaction protocol (Parallel Commits, etc.) relies on the HLC to detect conflicts. If a write with timestamp T1 conflicts with another write with timestamp T2, and T1 < T2, the first transaction is restarted. Because HLCs are monotonic and respect causal order, the system can avoid many of the anomalies that plague systems using raw physical clocks.
The Role of NTP in Data Centers
Even with HLCs, NTP remains essential. HLCs still depend on physical clocks to bound the logical increments; if physical clocks are allowed to drift arbitrarily far apart, the HLC’s logical counter can grow unboundedly, defeating its purpose. Therefore, in practice, HLC deployments require NTP (or PTP) synchronization to keep the skew within a few milliseconds.
In data centers, network engineers often deploy a two-tier NTP architecture:
- Primary NTP servers: Connected to GPS or CDMA time sources (using a serial port or PPS signal). These are Stratum 1 servers with drift-compensated oscillators.
- Secondary NTP servers: Broadcasting to all servers in the data center using NTP multicast or unicast pools. They are typically Stratum 2, deriving time from the Stratum 1 servers.
- All application servers: Run the
ntpddaemon (orchronyd) configured to sync to the local Stratum 2 servers. The loopback network interface has low latency, so the offset is typically <100 μs.
Some advanced data centers use PTP over Ethernet for the network infrastructure (switches) and then distribute time to servers using NTP over the management network. The goal is to keep all server clocks within ±1 ms of each other.
Emerging Challenges: Clockless Systems and Quantum Time
As distributed systems continue to evolve, new challenges arise:
- Clockless distributed systems: Some research explores systems that avoid synchronization entirely by using quorums and logical clocks only. The “Veritas” system at Microsoft Research uses vector clocks and commutative replicated data types (CRDTs) to achieve eventual consistency without any physical time. These systems are useful in edge computing scenarios where GPS or NTP may be unavailable (e.g., IoT sensors in remote areas).

Protocols like “Quantum NTP” propose using entangled photon pairs to establish a shared time reference with theoretically unbounded precision, limited only by the quantum uncertainty principle. While still experimental, this could revolutionize time synchronization in the far future.
- Fault-tolerant time: Systems like the “Raft” consensus algorithm rely on leader election with a term number, which doesn’t need clock synchronization. However, many practical Raft implementations still use timeouts (heartbeats) that depend on a stable local clock. If the clock jumps too much, the leader may be incorrectly deposed.
Practical Guidance for Engineers
If you’re building a distributed system today, here’s a quick decision tree for choosing a clock synchronization strategy:
Do you need absolute time (human dates, audit logs, etc.)? Yes → Use NTP (plus a time database like TimeZoneDB for conversion). If you need better than 1 ms accuracy, consider PTP hardware.
Do you need causal consistency (last-write-wins, conflict resolution)? Yes → Use HLCs. They are easy to implement and require only a monotonic system clock. Most modern databases like Cassandra, CockroachDB, and Couchbase already include HLC support.
Do you need external consistency (linearizability) across global data centers? You might be in Spanner territory. If you can afford atomic clocks, TrueTime is unbeatable. If not, consider using HLCs with an additional “commit wait” that accounts for maximum clock skew (e.g., wait twice the worst-case skew before considering a transaction committed). This approximate external consistency is what CockroachDB does.
Do you need high precision with low jitter for real-time control? PTP with hardware timestamping and boundary clocks is the answer. Tools like ptp4l (Linux PTP project) can set up a slave clock with sub-microsecond offset.
Do you need to handle leap seconds gracefully? Avoid UTC clocks internally. Use TAI monotonic time (like
CLOCK_TAIon Linux) and convert to UTC only at the user interface. Many systems, like Google and Amazon, now recommend using TAI internally and injecting a “leap smear” across the entire day (a gradual adjustment of 1 second over 24 hours) to avoid the 61-second minute.
The Leap-Second Problem Revisited
Let’s return to the 2018 outage. The root cause was that many Linux-based systems (including the ntpd daemon) interpreted the leap second as a step backward: at 23:59:60 UTC, the system clock would show 23:59:60 for one second, and then the next second would be 00:00:00, which is numerically smaller (60 -> 0). This “backward step” caused some software—including the Java Virtual Machine and the Linux kernel’s hrtimers—to crash or enter infinite loops.
The lesson is clear: no synchronization protocol is safe if the underlying hardware clock does not handle leap seconds correctly. Modern NTP implementations (like chrony) use a technique called “leap-second smearing,” where the leap second is spread over 24 hours (or 12 hours) by slightly varying the clock frequency. This preserves monotonicity. PTP can also be configured to handle leap seconds correctly, but it’s not always done.
For a distributed system operator, the best defense is to test, test, test. Simulate a leap second in a staging environment and observe the behavior of your application stack. And consider using TAI internally.
Conclusion: Time as a Foundational Abstraction
Clock synchronization is often treated as an afterthought in distributed systems design, yet it has caused some of the most spectacular outages in internet history. From the 2015 leap-second crash to the 2018 Qantas grounding, from the 2020 AWS Kinesis time-skew incident to countless unreported data corruption events, the fragility of time synchronization is a recurring theme.
But we are not helpless. The three pillars of time synchronization—NTP, PTP, and HLC—offer a continuum of trade-offs that can be tailored to any application. NTP gives us global coordination with millisecond precision at zero marginal cost. PTP unlocks nanosecond precision for the most demanding workloads. And HLCs free us from the tyranny of accurate physical time, providing monotonic causality tracking at minimal overhead.
The future is likely to see a convergence: more systems will adopt hardware timestamping (PTP) for the data center fabric, while using HLCs for application-level ordering. Cloud providers like AWS and Google already offer PTP-based time services (e.g., Amazon Time Sync Service), and we can expect these to become standard. Meanwhile, the leap second remains a thorn; the International Telecommunication Union is still debating whether to abolish it. A decision to stop leap seconds would remove one of the most hazardous discontinuities in timekeeping, simplifying everything from NTP implementations to database conflict resolution.
Ultimately, time in a distributed system is not a universal, absolute truth. It is a social construct that we must actively maintain. The best engineers understand this and build systems that are robust to clock imperfections. They test for leap seconds, monitor clock skew in production, and choose the right synchronization scheme for their domain.
